Committee appointments are made by the WCA President and are only available to WCA members in good standing per the WCA bylaws.

WCA Membership Engagement Committee
Dr. Tom Edwards, Chair
After moving to WI in 1986 he established Edwards Chiropractic Office and promptly joined WCA. He has been an active member since. Dr. Edwards had previously been a part of the WCA Insurance Relations Committee and is now the current Chairman of the WCA Membership Committee. Outside of chiropractic, Dr. Edwards volunteers at his church, enjoys woodworking, sailing, exploring national parks with his wife of 35 years and spoiling his grandchildren. Edwards will be working closely with WCA Membership Director, Zach Kasun.

WCA Education & Convention Committee
Dr. Julie Qualle, Chair
Julie Qualle, DC, earned her degree from National University of Health Sciences. She is Webster Technique Certified and specializes in working with pregnant women and children. She provides support for colic and earaches along with breastfeeding support for new mothers – latch, hypolactation, and posture. She is active in the Madison Postpartum Collective and served as the official Chiropractor to the Udder Chaos Roller Derby Tournament.
Dr. Qualle did an outstanding job helping to develop the programming for the WCA Women’s Health and Wellness Forum and will be a strong committee chair,” said WCA President Dr. Chris Resch.

WCA Insurance Advocacy Committee
Dr. Kay Fogeltanz, Chair
Dr. Fogeltanz has 26 years of experience in chiropractic practice. She started as an associate before establishing my own
business in the Green Bay/Howard area. Additionally, she has provided on-site services for several local companies. Dr.
Fogeltanz is also a published author, having collaborated with several colleagues on cases of patients who visited her office
with interesting and noteworthy conditions. She handles the billing in her office, which has given her insight into the challenges
chiropractic offices face with various insurance carriers.

WCA Policy Steering Committee
Dr. Chris Resch, Chair
He is a 1991 graduate of Palmer College of Chiropractic. Dr. Resch specializes in the diagnosis and treatment of musculoskeletal conditions, with expertise in spinal manipulation and the coordination of integrating rehabilitative care into the treatment process. He practices at Schubbe Resch Chiropractic & Physical Therapy in Neenah, WI, the largest chiropractic group in the Fox Cities area. Dr. Resch has served as a guest speaker on Chiropractic and Sports Medicine at UW-Madison, UW Oshkosh, and The Wisconsin Back Society as well as Northeast Wisconsin Sports Medicine Conference, Affinity Health, ThedaCare, and numerous high schools in the Fox Valley.
