The WCA continued its successful efforts to expand access to chiropractic within Medicaid and increase reimbursement with the recent announcement from the Wisconsin Medicaid program that chiropractors can now use extraspinal manipulation (98943).

According to information provided in the May 2026 Forward Health Bulletin:

Addition of extraspinal adjustment code 98943. Code 98943 may be used once per date of service and follows the same prior authorization rules as these procedure codes:

  • 98940 (1-2 regions)
  • 98941 (3-4 regions)
  • 98942 (5 regions)

Providers may bill code 98943 with codes 98940, 98941, and 98942, but only once per date of service. The addition of code 98943 does not affect coverage of existing procedure codes.

This expanded access to chiropractic care (and additional reimbursement) was the result of WCA advocacy efforts in the Wisconsin state budget last year.

The WCA worked with pro chiropractic legislators to include a provision in the 2025-2027 Wisconsin State budget appropriating the 40% state funding for this expansion. The state budget provision also directed the Wisconsin Medicaid Office to submit a Medicaid Plan amendment to the federal Centers for Medicare and Medicaid (CMS) to secure the 60% federal funding match. According to Wisconsin Medicaid, the announcement of the extra spinal manipulation code in the Forward Health Bulletin reflects CMS approval of this expansion.

“The expansion of services to include extra spinal manipulation and the increase in reimbursement due to Medicaid payment parity is the result of years of work by the WCA Policy Steering Committee and our chiropractic allies in the Wisconsin Legislature,” said John Murray, WCA Executive Director. “The WCA will continue to work on behalf of Wisconsin chiropractors to expand access to chiropractic care and increase reimbursement."
